近日，騰訊正式宣佈加入由紅帽公司發起的GPL合作承諾（GPL Cooperation Commitment，承諾內容請見文末）。騰訊對該承諾的支援，體現了對開源文化與開源合規理念的認同，以及對智慧財產權的尊重，並認可開源合規在開源生態中，是極為重要的一個環節。
騰訊開源管理辦公室負責人許勇表示：“騰訊作為國際領先的網際網路公司，始終認同開源文化，並認為應該給予開源社群合適的空間來進行創新，只有通過充分的意見交流，才能激發開源社群最大的潛能。遵守開源許可證和推展相關開源合規工作是重要且必要的，而藉由紅帽公司發起的GPL合作承諾，創造了一種更為合理且可預測的方式，實現了在促進開源社群創新的同時，也提倡開源合規的重要性與對智慧財產權的保護。”
GPL合作承諾是由紅帽公司率先發起，拒絕以嚴厲的方式來執行開源許可證，旨在提升執行GPLv2 、LGPLv2 及LGPLv2.1 開源許可證時的合理性和可預測性。該承諾對於違反前述開源許可證的錯誤行為，給予合理的改正機會，從而維護開源社群協作、開放的氛圍。
由紅帽公司發起的GPL合作承諾，至今已有包括Google、 Amazon、Microsoft、Facebook、Intel、IBM、SAP、SONY、NEC、Arm與RoyalPhilips等著名國際網際網路與科技公司和組織公開表示支援。這些支持者廣泛分佈於世界各地，覆蓋IT服務、軟體開發工具和平臺、社交網路、網際網路金融、半導體、電子商務、多媒體軟體等多個行業，他們也是開源社群的重要成員，對於開源文化均有顯著貢獻。

Our Commitment
Before filing orcontinuing to prosecute any legal proceeding or claim (other than a DefensiveAction) arising from termination of a Covered License, Tencent commits toextend to the person or entity (“you”) accused of violating the Covered Licensethe following provisions regarding cure and reinstatement, taken from GPLversion 3. As used here, the term ‘this License’ refers to the specific CoveredLicense being enforced.
However, if you ceaseall violation of this License, then your license from a particular copyrightholder is reinstated (a) provisionally, unless and until the copyright holder explicitlyand finally terminates your license, and (b) permanently, if the copyrightholder fails to notify you of the violation by some reasonable means prior to60 days after the cessation.
Moreover, yourlicense from a particular copyright holder is reinstated permanently if thecopyright holder notifies you of the violation by some reasonable means, thisis the first time you have received notice of violation of this License (forany work) from that copyright holder, and you cure the violation prior to 30days after your receipt of the notice.
Tencent intends thisCommitment to be irrevocable, and binding and enforceable against Tencent andassignees of or successors to Tencent’s copyrights.
Tencent may modifythis Commitment by publishing a new edition on this page or a successorlocation.
Definitions
‘Covered License’means the GNU General Public License, version 2 (GPLv2), the GNU Lesser GeneralPublic License, version 2.1 (LGPLv2.1), or the GNU Library General PublicLicense, version 2 (LGPLv2), all as published by the Free Software Foundation.
‘Defensive Action’means a legal proceeding or claim that Tencent brings against you in responseto a prior proceeding or claim initiated by you or your affiliate.
‘Tencent’ means THLA29 Limited and its subsidiaries.
