Error: The cluster is not configured or is not running on node NODE_NAME

EM Cloud Control 12.1.0.4 ,   Linux 6.5 ,   Oracle 11.2.0.3  

在透過EM Cloud Control 配置好了資料庫雲後， 自助建立一個RAC one node(帶資料)的資料庫時，發生報錯，參考庫是單節點資料庫(single instance), 
檢視log 是在Convert to RAC 的步驟出現錯誤如下， 後來檢視metalink發現10.2.0.4 ~ 11.2.0.3版本的資料庫都有這個問題，是一個未釋出的bug 。

SYMPTOMS

Case 1: When nodes name's specified in lower case in ConvertToRAC.xml file
 
 Errors:
 -------
  Index of localNode in HostItemlist=-1
  oracle.sysman.assistants.rconfig.engine.InvalidConfigurationException: Node
  that has single instance database running should be specified in the
  NodeList. Please specify node NODE1 as part of NodeList.

Case 2: When nodes name's specified in upper case in ConvertToRAC.xml file

CHANGES
 Single instance  to RACone/RAC db conversion using rconfig

CAUSE
The issue is due to unpublished bug 10144394.

SOLUTION
The issue is fixed in 11.2.0.4 (not yet released at the time of this writing) and later versions

Work around:
Specify nodes in same case as they were entered during CRS install in ConvertToRAC.xml file.
