大意為需建立OCM configuration file，但在這個環境中，ocm.rsp檔案已存在，卻依然報錯
報錯的原因很簡單，ocm.rsp檔案的屬主屬性不正確，應為oracle使用者
chown oracle.oinstall ocm.rsp
重新打補丁，順利完成
