請高手指教 關於用spring在tomcat5上釋出WebServic的問題(本人線上等)

我用spring在tomcat5上釋出了一個Webservic ,用delphi7和C＃，JAVA 呼叫，如果返回的結果不含中文就沒有問題，可只有返回結果有中文就會報錯。
在tomcat4下報：

faultString: org.xml.sax.SAXParseException: 字元轉換錯誤：“Unconvertible UTF-8 character beginning with 0xb3”（行號可能太小）。

{http://xml.apache.org/axis/}stackTrace: org.xml.sax.SAXParseException: 字元轉換錯誤：“Unconvertible UTF-8 character beginning with 0xb3”（行號可能太小）。
在delphi7下：文字內容中發現無字元。
在C＃下會顯示一個類似＠的符號。
鬱悶了好幾天。請各位高手指點指點。
