ksuapc : ORA-1033 foreground process starts before PMON處理

今天開啟一個win庫的時候alert出現
 ksuapc : ORA-1033 foreground process starts before PMON 


主要 是因為資料庫在開啟中已經有應用連線上了
User processes may get ORA-1033 errors when an application is connecting 
to an instance which is just coming up.
 
Messages such as the following appear in the alert.log when the instance 
is coming up:
 
  ksuapc : ORA-1033 foreground process starts before PMON

暫時處理方法：
先關閉監聽，重啟庫，再啟監聽
