R12.2.0 post install checks error : RW-50016: Error: - {0} was not created - 1

背景：
一臺主機上安裝Oracle DB和EBS R12.2.0，然後升級到R12.2.3 (~ @ ~正在安裝時 R12.2.4 釋出了)

報錯：
當安裝 R12.2.0時，進行到post-install check部分，出現錯誤，Virtual Directory , JSP, Login Page
不能透過，具體的Log檔案如下：

在MOS上找了類似錯誤，發現下面的有些類似，但是都沒有能解決問題：

A. R 12.1.1: Fresh Install Rapidwiz POST Install check is failing for several checks with error RW-50016: Error: - {0} was not created ( ID

850264.1)
---- 檢查了所有檔案的MD5程式碼，和源下載檔案的MD5 code一樣 ，沒有問題。 

B. 12.2 FNDWRR.exe Not Created During R12.2 Install Failing with RW-50016 (文件 ID 1681415.1)
--- 檢查rpm 所有檔案都是滿足的。 執行命令 : adrelink.sh force=y "fnd FNDWRR.exe", 不能解決問題。
